There is no such thing as Canadian or Quebec French that cannot be understood elsewhere. The difference between Canadian or Quebec French and other spoken French is parallel to the difference between Canadian English and other spoken English: variances in accent and expression. Properly spoken, grammatically correct and well pronounced Canadian French is easily understood in all French speaking countries as I can attest to myself. As a French Canadian I have even been asked in Paris if I was Belgian by a taxi driver who could not place my accent!
